I'm not giving it a lower review because of young man on front desk! Yes, the hotel is runned down, and old. Restrooms are small (but private). Internet is provided. You pay what you get. Every place else seems to cost an additional $50+ per night. The first room I was checked in had a bad odor that wasn't pleasing. I couldn't sleep because of it. I went to front desk, and guy covering went out of his way to try to find a room for me that I would like. He had offer booking me another hotel, and a full refund. However I'm glad there was no need for that. I found a room their that smelled good, and I stayed here at stillwell. The guy covering was very understanding, and not quick to judge. I think he handled the situation very professionally!
I found this by accident and decided to take a chance when I visited LA some time ago. I had no reservation and night time was closing in. This is a cheap no frills hotel from post - WWII construction era. I had no untoward experiences here. It is what it is but could be just what you need if your agenda is close to 8th and S. Grand in DTLA. The area itself is foot traffic friendly. Paid parking.
